Recycelte Baustoffe sollen nach dem Willen von Umweltminister Carsten Schneider bei künftigen Bauvorhaben des Bundes deutlich stärker zum Einsatz kommen. Der SPD-Politiker sprach in Berlin von einer „Bevorzugungspflicht für Sekundärrohstoffe“, die auch für Großinvestoren wie die Deutsche Bahn und die Autobahngesellschaft gelten solle. In den kommenden Jahren wollen diese staatlichen Akteure Milliardenbeträge in Infrastrukturprojekte stecken – ein Volumen, das aus Sicht des Ministers genutzt werden soll, um den Markt für Recyclingmaterialien zu stärken. Schneider räumte zugleich ein, dass es für eine solche Vorrangregelung bislang keinen abschließenden Konsens innerhalb der Bundesregierung gibt.

Anlass der Ankündigung war die Übergabe eines neuen Gutachtens des Sachverständigenrats für Umweltfragen (SRU) zum sogenannten zirkulären Bauen, die Schneider gemeinsam mit Bauministerin Verena Hubertz (SPD) entgegennahm. Zirkuläres Bauen bedeutet zum einen, bestehende Gebäude möglichst weiter zu nutzen, statt sie abzureißen. Zum anderen sollen im Fall von Abriss oder Umbau möglichst viele Bauteile – von tragenden Materialien bis hin zu Fenstern und Türen – wiederverwendet oder hochwertig recycelt werden. Das Gutachten sieht darin einen zentralen Hebel, um den Ressourcenverbrauch und die Umweltbelastung des Bausektors zu senken.

Die Expertinnen und Experten des SRU verweisen darauf, dass mehr als ein Drittel des deutschen Rohstoffbedarfs auf den Hoch- und Tiefbau entfällt. Zudem verursachen Bau und Gebäude demnach mehr als die Hälfte des jährlichen Abfallaufkommens und einen großen Teil des Flächenverbrauchs. Auch beim Klimaschutz spielt die Branche eine erhebliche Rolle: Die Produktion von Baustoffen steht laut Gutachten für rund acht Prozent der deutschen Treibhausgasemissionen. Durch konsequentes zirkuläres Bauen ließen sich diese Belastungen reduzieren, stoßen in der Praxis jedoch auf Hindernisse wie rechtliche Unsicherheiten bei der Nutzung recycelter Materialien, Sorgen vor Schadstoffbelastungen und höhere Kosten.

Der Sachverständigenrat regt daher an, Umwelt- und Klimafolgen stärker im Preis neuer Baustoffe abzubilden – etwa über eine eigene Steuer oder den CO₂-Preis. Eine solche Verteuerung von Primärrohstoffen soll Recyclingmaterial wirtschaftlich attraktiver machen. Schneider erteilte diesem Vorschlag allerdings eine Absage. Mit „weiteren Steuererhöhungen“ befasse er sich derzeit nicht, betonte der Umweltminister. Stattdessen setzt er auf die Nachfragemacht des Bundes: Wenn staatliche Bauherren systematisch recycelte Baustoffe bevorzugen, sieht Schneider darin den entscheidenden Hebel, um den Markt in Richtung zirkuläres Bauen zu bewegen.
